I think at this amount of money you may find some good as well as decent Institute which in your budget as well as good for your future study and you definitely get a good future. If you get a good score in 12th and you may give some entrance they also help in getting a scholarship which you may deserve So no need to worry search and seek some Institute well for you.

you may have average rank and at this rank, you may get some good instituted and you also belong to BC category even after that you may difficult to get Nizam college but not impossible so you may apply for it but you may seek other Institute as well as your backup like colleges affiliated to Osmania university or may other.
