The paper is conducted only for postgraduate programs and is valid over all the government and government aided colleges of Tamil Nadu. For TANCET councelling 2020 normalized marks are considered. Also, if you have qualified GATE examination then you don't have to appear for TANCET. GATE qualified candidates are directly eligible for the counselling procedure. So, yes you can appear for your desired paper but your admission possibilities depends upon the score obtained by you in the exam.

According to the course section of the official website of Madras Institute of Technology, Chennai, there are no mentions of any MBA courses.
So MIT doesn't offer MBA course. You can check it up by yourself.
To be eligible to appear for TANCET 2021 a candidate must have passed B.E/B.Tech or must be appearing in the qualifying examination in April/May 2021 from a recognised board. Candidates belonging to general category must have passed with minimum 50% marks and for reserved candidates it is minimum 45% marks. You need to first appear in the arrear examination and pass in the examination in order to be eligible. You must obtain the B.E passing certificate. So, you can apply for TANCET 2021 but you are eligible to get admission if you fulfill the above mentioned eligibility criteria.
Those candidates who will qualify TANCET 2021 exam, will be able to register for the counselling process to get admission into Anna University, Government, private and Self-financing Colleges in Tamil Nadu. The counselling procedure takes place after the declaration of the result.

other state candidates are too eligible to write the exam. Further are some criteria on the basis of which one cannot write the exam.
The following candidates who will not be eligible to appear for TANCET 2020:
Candidates who have not obtained their B.Tech/B.E degree will not be eligible for TANCET 2020.
Any candidate who has obtained their degree without studying 10th, 12th or 3 years degree programme will be deemed ineligible for TANCET 2020.
