JEE 14 percentile is not good enough to get you entry to top ranked colleges and so you’ll have to go to lower ranked colleges. However, there are a few new and emerging colleges that are much better then government colleges and private B grade colleges but being new are ranked lower. You should apply there.

You need not apply for all institutes you are interested in all at once. You can apply for them as and when you make up your mind and pay as you go. The last date to apply for the institutes you mentioned are as below-

Vellore institute of technology will definitely stand at first place because of its Greta placements and beautiful Infrastructure and it's Fully Flexible Credit System (FFCS) due to which you can choose your timetable according to your convenience. I would like to tell you that you do not have to apply for Symbiosis college twice even if you are giving the SNAP entrance exam twice. The university has provided the benefit to students this year who are on their second attempt of SNAP to apply with the best score between the two attempts.

I am assuming you are talking about KCET and are from general category with a domicile of Karntaka. If my assumptions are corrent then with your rank you can get a seat in NIE Institute of technology in CSE,ECE,EEE,Information Science and Engineering and Mechanical Engineering. SNAP is the second most challenging paper that a student gives, while first remains CAT, To understand the difference between both and have a clear idea about its difficulty,
Let’s look at the pattern of SNAP
Duration: 2 hours
Sectional time limit: No
Sectional cut-offs: No
Mode: Online
Sections: General English, Analytical & Logical Reasoning, Quant, DI and Data Sufficiency, Current Affairs
As you can see, apart from Current Affairs, the overall exam pattern is similar to CAT and when you have a look at the previous year papers, then you will realize that the level of the paper is also slightly easier than CAT. In SNAP, the trick is to be quick in solving the questions as you just have 2 hours to solve 150 questions.
Don’t spend more than 10 minutes on the GK section. Attempt only if you have are completely sure because there is negative marking.
If you are preparing for CAT, then apart from GK, you don’t need to prepare for anything else. Give a few mocks before the actual exam so that you can prepare a strategy on how to attempt questions in the exam.
All sections carry same weightage, though one can bank on one's strong area, but it is very important to attempt easy questions first and then move on to the moderate ones.
I hope this clears your doubt a little and you can always try for it, you will have to study one more subject that is GK and be a little fast as time is less, other than that if you are well prepared for CAT than I guess SNAP will be easy, If not than it will be difficult, at the end it all depends on your preparation.
