Yes you can appear for CAt exam 2019 and aim for IIM bangalore but for it you must have 95%ile and above for approcahing the India's top most colleges , you degree percntage is less so you should have a good profile that will overshadow your degree percentage like if you have played any game at national level that will create a positive impact
Absolutely you can apply for CAT this year with your mentioned graduation scores. You'll be given a call from a college depending upon your performance in the entrance examination and your past academic records. So do prepare well and try to score more in CAT as your graduation scores are not very decent.

you definitly have a chance if getting in top colleges of Delhi University. You can get in ramjas, kirori mal, inderprastha college for women, daulat ram, etc. you will have to wait for atleast the 3rd cut off for these colleges. Buy then you can secure your seat in any other college and then switch the college once you get a college of your choice.
