For the last two year the cutoff for CS at Walchand college is around 92%, whereas for IT it is around 91%. So, you cannot predict whether you can get CSE but you can hope for getting IT at Walchand college, Sangli.

You don't need so much time to worry about CAT exam preparation for MBA at IIMs. Since MBA syllabus comprises of Quantitative aptitude, logical reasoning and Data Interpretation, and verbal ability, a thorough preparation of 6-8 months is sufficient. However, since there will be some hiccups in your preparation because of internal exams, semester exams, college fests etc. so to prepare well and be on safe side, you can start your preparation from B.tech. 3rd year and be thorough and well prepared for your CAT exam by your final year of B.Tech.

There would be many colleges which would have cutoffs in this range. So you need to decide which location, college and branch you are aiming for. So after picking some top colleges following this, you can go for cutoffs.

For Chemical Engineering as ICT is one of the best colleges, you can find its cutoff as well in the above links.
Make sure you look for proper cutoffs according to Quota (General-G, State-S, TFWS, etc), category (Open, OBC, SC, ST, etc) & also according to the university.
It would be easy if you go according to the marks obtained to look for cutoffs.

Based on your rank and category you have 50-50% chance of getting a seat in BHU. Though you can easily get the management quota or paid seat. The closing rank for BHU for 2018 was all india quota was around 760 rank, while for management quota it was around 1300 rank.
