A low score of 35 in XAT 2019 may fetch you a good 95 percentile, given the difficulty level of XAT 2019 exam held on January 6, 2019. So with your given score, you can expect a percentile around 70 - 75.

Predicting cutoffs and percentiles is very difficult as it is very relative. However, as much as I have studied and from a few references, your speculated percentile can be between 85-88. But as I said, it’s just a speculation so please kindly consider it like that. I will be giving you the link for the website of expected cutoffs for you to judge better, at the end of this answer.
As for the Universities that can you apply to, if you do get a percentile in the above mentioned range then you can apply to colleges like - GIM (Goa), TAPMI (Manipal), Great Lakes (Chennai, Gurgaon), IRMA (Anand, Gujarat), MICA (Ahmedabad), K J Somaiya (Mumbai), LIBA (Chennai) and IFMR (Chennai).

Seeing the previous trend ,you can get shortlisted in both the courses but XLRI also looks for sectional cutoff. Ypu sshould have sectional cutoff cleared then only they will call you for GD/PI.
And it also gives a little importance to your past academic grades and work ex.

First of all check out the educational requirements by the college's that you're interested in getting into. You must have atleast the described percentage in your graduation as an eligibility criteria. Then all that remains is clearing the cutoff of the entrance exam that the college accepts.
