Hey Prasuja! Definitely you can go for other college in second phase of counselling or can also sit in other rounds of counselling. If you don't report to the college within a given period of time then the alloted seat is cancelled so don't worry go for your dream college.

Besides that, check the TS ICET Syllabus to know the exact topics that you need to prepare. Focusing on these topics will help you to strategically plan the timetable for the remaining months that are left for the entrance exam. If you have paid registration fee for first couselling then no need of paying second allotment  after getting your result and clearing your subjects then you need to verify your documents and then you need to attend 2rd consenlling. And put Colleges according to your preference
