Provisional Certificate  is widely accepted everywhere if your Convocational certificate is not yet handed to you by your college. you will not face any issue because of that. If asked, you can say the college has not released the Final Certificate yet.

For fee reimbursement you need to have income certificate obtained by the mee seva of the respective state with specified validity announced by the state government.

I guess you won't recieve scholarship/ fee reimbursement from Telangana Govt but then AP govt shall give you the scholarship. Furthermore, in case
