The official dates for TSICET counselling have not been released yet but is expected to be in July. On its official, website, it has stated that the website is under testing and not for students. Only those candidates who meet the cutoff criterion of the exam will be called for the TS ICET 2019 counselling. Yes definitely you should have income certificate which certified that your family income is below the border which has been specified as terms and conditions for fee reimbursement, otherwise your candidature for fee reimbursement will be cancelled.
