With a precentile of 70 in bc category, you have less chances of procuring a seat in the anna university guindy campus as the cut offs are usually high You can check the cut offs and rank lists here -

As you have not mentioned you caste, I would assume you belong to the general category. As the cut off for 2020 hasn't been released yet, i would be sating the cut off for the previous years for an idea.
So for MBA 2108
For ME/Mtech 2018 The students were divided into categories
Category A have marks between 60-74 For CEG, Anna University
Category B had 57-51 who had a chance in Coimbatore institute of Technology

Yes, you are eligible to write the TANCET exam as per the eligibility criteria other state candidates are too eligible to write the exam. Further are some criteria on the basis of which one cannot write the exam.
The following candidates who will not be eligible to appear for TANCET 2020:
Candidates who have not obtained their B.Tech/B.E degree will not be eligible for TANCET 2020.
Any candidate who has obtained their degree without studying 10th, 12th or 3 years degree programme will be deemed ineligible for TANCET 2020.

For getting admission into PSG College for MBA program, as you belong to BC category, you should score somewhere about 33-35 raw score in tancent exam, to be on safe side try to score above 35 marks.
Your percentile should be above 60 to be on safer side.

TANCET is a tamilnadu common entrance exam which ia conducted by Anna university behalf of the government of tamilanadu for taking admission into the pg courses such as MBA., MCA., M.E/M.Tech or M. Arch etc. The cutoff score will be between 40 to 60 for open category for admision into top universities.
You can choose any course depending upon your choice. If you want to acheive managerial skills then you can do MBA and the placement are also good. If you really want to have business management skills and are really interested then you can join. It also have good scope.
