Yes if you have appeared for TANCET exam and secure a good percentile and rank, you will participate in TANCET counselling.

Even if you are not from Tamil Nadu you can apply for TANCET Counselling with valid TANCET score. So, you can fill the counselling form to participate in counselling process. Only the cutoff goes higher for other states students as compared to State quota students.
