The general eligibility criteria for MHT CET is:
Candidates should be Indian nationals.
There is no age limit of candidates
Candidates should have passed 10+2 or equivalent exam from a recognized board/ university with PCM and must have at least 50% marks in their 10+2 or equivalent exam. For reserved category the minimum marks required is 45%

You can attemot MAH CET exam twice and for this you either must be a final year student or should have bachelor's degree. And there is nothing such mentioned that if you partcipate in 2020 counselling then you will be ineligible for 2021 exam. If you get a good college in 2020 counselling and get admission there then also you are eligible for 2021 ( second attempt). You can check the eligibility criteria here:

Hello aspirant! Hope you are doing well! CMAT and MH CET CAP are 2 different examination. CMAT examination provides MBA/ PGDM colleges all over India whereas MH CET CAP provides admission to the MBA/MMS Institutes of state of Maharashtra only! To sit for counselling session of MH CET CAP a candidate needs to clarify that very examination along with the cut-off. Department of Management Sciences, Savitribai Phule Pune University, Pune was established in the year 1971 and is a co-ed college. For Maharashtra candidates, students have to qualify MH-CET exam. For Outside Maharashtra Candidates (OMS), students can apply through CMAT/CAT/MH-CET.
Rakshit, your percentile is quite low, so there are no chances to get into top colleges at all.
