No, it is compulsory to have maths as a main subject in your class 12. Studying maths as a subject in 10+2 is one of the main eligibility criteria.

You can appear for ODE through NIOS upto 4 subjects, And yea for only one subject too.
NIOS students are eligible for DU
The candidate should have passed individually in all the four papers English, Mathematics and the other two subjects that are approved by University of Delhi

It is compulsory to pass in maths in 12th grade to be eligible for DU JAT. So, now you can reappear for your Maths exam in this year itself ( September- October) if compartment option is there otherwise you would have to reappear for it the next year

according to delhi university every aspirant must have 60% as average and 60% in individual four papers which are considered by delhi university in which maths and english are compulsary subjects.
unfortunately your friends score is below 60% in maths andtherefore he is not elegible for DU
