If someone scores 20 marks in CAT then the percentile will be less than 50 which is not acceptable in any management college.

Yes , you need to pay the fees to confirm your seat in the IIM . The stipend is when you get hired for the summer internship programme. It depends upon the company that hires you and your rank.
