Doesn't matter you can fill the cat form, if you are final year student. If you have any supply or backlog after filling the form, then it must be cleard at the time of selection list.

Yes, even after the syllabus will get changed, you will be eligible for applying NDA exams with Commerce plus Maths as your choice. Though the syllabus will get changed,  doesn't mean that you will get to learn some lesser topics.
