Considering the rank you have been placed in with the last year cut off rank in collegesunder DU through DU JAT , Your possibility of obtaining an admission in colleges under DU is quite difficult.
Therefore if you are assured to do your graduation in DU you can prepare well and appear next year, score high marks and have your seat in top college under Du through dujat.
or you can also start applying for other colleges with your hsc mark

Delhi University has prescribed the eligibility criteria of DU JAT 2019. Candidates should meet the eligibility criteria before filling up the application form of DU JAT. According to the DU JAT 2019 eligibility criteria, candidates should complete their higher secondary education in any stream (Science, Humanities, and Commerce) from a recognised board and obtain a minimum score of 60 per cent in four papers including English, Mathematics and other two subjects from the list of elective subjects as approved by the University of Delhi.

Considering your scores, it seems very unlikely that you will be able to get admission under DU JAT. A 21 percentile is not that good a result. However, do not be discouraged. You may seek admission in other colleges/ universities. JAT is actually quite a difficult competitive exam.
