It is not for candidates who are selected for the first time.
Yes, it is changing every year it depends on the number of students get the score than it goes up and not then it goes down it totally on the number of students. For example, if 10000 students score more than 61.8 then that time your rank is 10001 and if 1000 student only scores above 61.8 then that case your rank is 1001 this huge gape I hope you understand. So no need to worry about it happen every.

As your query is you want to know that you have to pay the fee of seat allotment in DU JAT in the first round or not if you want to go for upgradation.
I would like to tell you that after every round of counselling if you want to upgrade you have to provide the counselling fee of every round but in any case if you don't want to go with the seat allotted to you then you don't need to pay any seat allotment fee to that in corresponding but since I have mentioned if you want to go for the upgradation then it is a must case that you need to provide the the counselling fee.

DU released The First Admission List Of DU JAT on 5th August 2019. It had total 49 names of EWS candidates. So under EWS Category There are 49 Seats available. It might increase in upcoming years. Soon second admission list will also be out. In which they vacant seats will be alloted to other candidates.

DU released its first Admission list on 5th August 2019. In which about 354 OBC Candidates got there seats alloted in different DU JAT. So in next Cutoff you could probably expect To be in the list. Probably in second Admission list you have chance. Can't say anything particular about Deen Dayal Upadhaya College.
