No, One is eligible for giving CAT only once the graduation is completed or is in the final year of the graduation. Obviously , you can start your preparations. But you will be registered for the exam in the last year.

You must be pass in the B.Com. and the eligible candidate can only apply for CAT. And only pass candidate only apply and they only are eligible.
