You can get an interview from IIM with 99 percentiles in CAT but following are some criteria which need to be fulfilled before converting IIM.
You must have 50% or more in your graduation
Not just with 99 percentiles in CAT, but after the CAT score shortlisting, Aspirants need to go through one more stage that is WAT/GDPI and then the calculation of composite score (these are calculated on basis of various parameters like CAT score, graduation score, 10 th and 12 th grade marks, WAT GDPI marks, Academic diversity (candidates from non-engineering background are given extra points), gender diversity, and work experience). The weights allotted to each of the above-mentioned parameters varies for each IIM and the composite score is also calculated by each IIM individually and then the final selection is made.

To apply for Common Admission Test (CAT) you must have passed Bachelor’s Degree or B.Tech/ B.E. from any University/ Institute. Candidates belonging to general category must score minimum 50% marks in the qualifying examination that is Bachelor's Degree. Candidates belonging to SC/ ST/ PwD category must score minimum 45% marks in the qualifying examination. Candidates who are appearing in final year examination of the qualifying Degree are also eligible to apply for CAT.

So with regard to your query, NO not at all. IIMs does not have any kind of management quota seats nor it grants direct admissions to the students. You can only get seat in IIMs through CAT exam only. CAT exam is generally conducted every year, after qualifying through the exam, and scoring marks, then only basing upon the cutoffs you will be able to get seat in any of the IIMs across India.

Now coming to your query.
To receive calls from any new IIMs, try to achieve a minimum percentile score of 95+ on each and every section of the CAT exam. To receive calls from IIM-A, B, C, and FMS, it is recommended to achieve a score of 98+ percentile or above in each component.
Please keep in mind that the CAT Scores are simply one of the factors considered during the selection process, and even if you score highly, there is no guarantee that you will get calls from former IIMs.
I advise you to go for the highest CAT exam score possible. Even with a very high score, you are not certain to be chosen.

B-category in NEET-PG in a state is the management quota seats. There are three classifications of this category:-
Eligibility
1.25% of entire private seats for aspirants from all the parts of India comprising FMGs.
2.15% of entire private seats are dedicated to NRI or international learners or NRI-sponsored learners.
3. 15% of entire private seats for candidates who obtained MBBS from the same institute. Or
The staff of the institution for 6 months min. Or
Pupils of staff of the institution for min. 6 months.
Not applicable for SC/ST/BC.
For this quota, there are special enrollment and counselling processes.
You may not get b-category seats in AP. You can apply to different states.
