Unfortunately 38 percentile is very low score. With this percentile, it will be very hard for you to get any good college. There might be some college which might give admission to you but that colleges will not be as good in faculty, infrastructure, placements etc.

First of all, you need at least 50% in your bachelors to be eligible for applying.
