Yes you are eligible as acandidate is eligible to appear in CAT 2019 if he/she holds any Bachelor's Degree with at least 50% marks or equivalent CGPA.

According to your JEE score You cannot get Any NIT under OBC category..Bevause Your rank is too low To crack the cutoffs..
For Any NIT your Rank should be less than 15000 in Category..You are Too behind to this rank..so Sorry you can't get NIT.
