There are 5 sections in MAT exam pattern with total of 200 questions, 40 in each question. They are
The marking scheme for this test is 1 mark per every correct answer and a negative marking of 0.25 marks per every incorrect answer.

First of all, are you asking about 2018 CAT? If yes, maximum of the colleges have closed their registration forms and you won't be to apply for most of them. Now coming to the reality part, you won't be getting any "good" college with your percentile. There are some good B-schools in India that are well known for their finance domain. And they do not accept any marks less than 95 percentile. So, even if you are getting a college that would be below average for sure.
Let's come to the GMAT part. You need to score above 710 to get very good colleges. Irrespective of whichever country you want to study, you need to appear for GMAT. Having said that, you can also score above 630 and you would find good colleges. You need to apply to these institutes after getting your GMAT score. You will have the option of choosing up to 5 colleges immediately after you finish your exam and your scores will be sent to them. You need not pay for it because that would be covered in your GMAT registration fees. Apart from that, you have to apply to other colleges for which you need to pay.
Needless to say, it will be a costly affair. If you are ready to invest in it, please go forward. If not, kindly prepare for CAT 2019 and along with that do appear for XAT, IIFT, TISSNET, SNAP, NMAT, CMAT and MAHCET. The colleges accepting the scores of these exams are equally good. Please don't bother yourself with MAT again as most of the good colleges do not accept MAT score.

Their may be problem with the server or the network. In case you login again try changing the passpowrd or if the allow to you change you login information try doing that.
And keep a print out of all relevant and important date which you will be required to present during admission or data that will be required throughout to be on a safe side

The MAT (2019) application form available from the 16 December 2018 and the last date to fill the application form for the MAT exam will 8 February 2019 for the paper-based test and 12 February 2019 for computer-based test.
And, the MAT exam is conducted on February 17th, 2019 ( paper- based exam) and for the (computer based exam) is conducted on 22th February, 2019.

Yes you can apply for the mat exam now as the applications are open till 8th February 2019. The exam will be conducted in two modes paper based and computer based. The results will be declared in the fourth week of February so the colleges will be allotted after that only.

As Feb is already got over, you can choose May MAT. Most of the colleges will accept May MAT based on the seat availability. If you already attended Feb MAT that will help you to improve the performance in May. Along with this, you can attend other private universities exams also like LPUNEST, SRMJEEM, REVAMAT, and PESSAT.
