It is okay if you are able to attempt 14 questions. The percentile will completely depend on the accuracy with which you answer the questions. More the accuracy, more will be the percentile.
Moreover, yes there are sectional cut-offs for IIMs. Each college has its own overall cut-off

It's not possible to get a call at 61.67 percentile I would suggest to try and prepare for upcoming entrance exam CMAT and try for CAT.
