The eligibility criteria for appearing for the CAT exam is that the candidate must have completed their graduation with an aggregate of 50% (this is for General students, for SC/ST students, it is 45%). The minimum age should be 20 years.

However, candidates who are in the final year of their bachelor's can appear for CAT regardless of their percentage or backlogs. This is, keeping in mind, that you should not be so behind the eligibility that even if you clear CAT you won't be able to get admitted to an MBA college.

First of all, you should try for govt. college because any way there are better than pvt. college in every manner and also get cse in govt college also. However when you do crack the CAT exam and have to sit for the interview round or the Group discussion round, you will be asked the question about 4 years of graduation, in which case, carry your hospital records and medical certificates to prove to them that you actually had some health issues during your graduation.
